Police Commissioner

Richard J. Ross Jr. was appointed to the Philadelphia Police Academy on April 17, 1989.

On May 5, 2008 Richard Ross was promoted to the rank of Three Star Deputy Commissioner and assigned to Field Operations overseeing all operational bureaus of the Philadelphia Police Department which include Regional Operations Command North and South, Major Investigations, Homeland Security, Domestic Preparedness, Special Operations Bureau and Command Inspections Bureau.

Deputy Ross is a highly respected veteran of the department with a reputation for intelligence, fairness, professionalism and integrity. He was born and raised in the City of Philadelphia.

Deputy Commissioner Ross is a graduate of Central High School. He has a B.A. in Labor & Industrial Relations from Penn State University. He has a Master’s degree in Criminal Justice from Saint Joseph’s University. In addition, he is a graduate of the F.B.I. National Academy and the Northwestern University Traffic Institute and Leadership Philadelphia.
