Dear Friends and Supporters,

We write to you today with heavy hearts, and to give voice to our continued feelings of sadness, disbelief and disgust regarding the horrible death of Mr. George Floyd at the hands of four (4) Minneapolis Police Officers. We say four (4) officers, because three officers stood by and watched their colleague take Mr. Floyd’s life over a very painful eight and a half minutes, while Mr. Floyd begged for his life. The delay in charging ex-police officer Derek Chauvin with third degree murder and manslaughter, escalated the violence we are witnessing across the country. We believe the state must also address the actions of the other three officers and charge appropriately. We want justice for George Floyd.

We are also outraged and devastated that great police officers, who put their lives on the line to protect people, are being killed and maimed too in the senseless looting and rioting in our city and the nation. The horrendous actions of a small percentage in police departments, disgrace ALL police officers and police departments across our country. The Philadelphia Police Department (PPD) was hit with rocks / bottles / chemicals / urine / bricks these past several days as our city gets torn apart. One officer was intentionally run over by an SUV. It sickens us. We support Philadelphia Police - over 6,000 men and women from every racial background -- purposely standing in harms way day after day. Despised by so many, not due to anything they did personally, but due to the actions of a few rogue law enforcement officers across the country. Philadelphia Police Officers have saved lives, rescued lives, protected lives, and will continue to do so, despite being spit on and hated.

We believe changes are needed. Police Executives MUST ensure that the hiring, retention, discipline, and ultimately dismissal processes are fair and swift. And it is paramount that all police departments receive on-going Diversity and Bias Training. This training must be internalized and practiced everyday by every police officer. Starting with former Philadelphia Police Commissioner Charles Ramsey and continuing under Commissioner Danielle Outlaw, the Philadelphia Police Foundation (PPF) financially supports the Departments mission to train all Philadelphia Police Officers, from recruits up to the Commissioner, on recognition of Bias and Diversity Training, as well as Leadership and Succession Training.

Policing must “get it right” in recognizing police personnel who are not fit to serve our communities. These individuals do not deserve to wear the badge. Thank you for all you do to support the mission of the Philadelphia Police Foundation as a Force Behind the Shield in helping the Philadelphia Police Department deliver “HONOR, SERVICE AND INTEGRITY” to the citizens of this city.

Our Mission

The Mission of the Philadelphia Police Foundation is to provide important support and resources to the Philadelphia Police Department to assist the Department in ensuring the safety and security of the city’s residents, visitors and businesses. A sampling of programs and equipment we’ve funded over the past two years is below.

  • Anti-Bias training: The Philadelphia Police Foundation exclusively funds what has now become MANDATORY Anti-bias training that all cadets must receive before graduating from the Police Academy. This includes trips to Washington DC to participate in structured Law Enforcement programs at the African American History Museum and the U.S. Holocaust Museum. Trips to the National Constitution Center are also now mandatory. In addition, Philadelphia Police Foundation funded Anti-Discrimination and Bias Training for 159 Philadelphia Police Department Officers in 2019. This training, led by the National Training Institute on Race and Equity (NTIRE --https://www.ntire.training/), addressed biases in racial, ethnic, gender, sexual orientation, religion, and socio-economic status, with a particular emphasis on anti-Black discrimination and bias. The program was so impactful that the city budgeted in 2020 to have the entire department take this training.
  • C.H.E.E.R.S. (Community Health Enrichment Empowerment Resource Services) Program. This program is led and created by Philadelphia Police officers and is free to all participants. The audience is children and young adults ages 6-14 and reaches approximately 250 at risk youth at 6 locations over 6 Saturday’s each spring. The objective is to bring the children information on a wide variety of career paths as well as engagement and discussion on good decision making. Presenters include police officers, politicians, entrepreneurs, local business and civic leaders, musicians and more. Breakfast and lunch is included in each session.
  • The Children of Police Scholarship Fund (COPS): The Fund is a K-12th grade scholarship fund for children of fallen police officers and/or those officers severely disabled (and unable to return to work) in the line of duty. More than $65,000 in scholarships were issued in the 2019-20 school year to ensure these children and families were supported. Our goal is to support these children for the entirety of their elementary through high school years.
  • Highway Patrol Helmets: In January of 2019, Highway Patrol Officer Andy Chan was struck by a minivan while on duty on his motorcycle. He suffered a severe brain injury. Earlier this year, The Police Foundation purchased new, state of the art safety helmets (with updated vision and communication capabilities) for all members of the Highway Patrol. The cost was $52,000.
  • Crash Data Retrieval System (CDR): This $30,000 system enables access to critical information about crashes that PPD investigators could only get with State Police help until now. The equipment gives the Department’s Accident Investigation District (AID) access to critical information when investigating fatal crashes and those that result in serious injury. The CDR System is a combination of computer hardware and software that enables accident investigators to retrieve, download and print information recorded in a vehicle’s airbag and power train control module for activity which transpired during a crash. This key data is recorded on a vehicle’s Event Data Recorder (EDR), which documents seatbelt usage, engine RPM, brake system activation, and vehicle speed. It is not unlike a Black Box on airplanes and trains. Having the equipment on hand speeds up the process of finding concrete answers to critical questions for the courts and for families.
  • KN95 masks: When the COVID 19 pandemic began in March of 2020, the PPF purchased 50,000 KN95 masks (at a cost of $140,000) critical to the health and safety of first responders and those in their midst. KN95 is an industry-standard and means that the mask provides the intended effectiveness of filtering above 95 percent of particles with a mass median diameter of 0.3 micrometers. The masks were in short supply across the country and the world. There are currently over 6,000 active duty police officers in the Department, making it the fourth largest in the country. Wearing masks will protect not only the officers but all those they come in contact with.
